This is a B prize from a lottery. It's a cushion featuring the cover of Weekly Shonen Jump issue 51 from 1984, the year Dragon Ball began serialization.
It's designed like a book, mimicking Weekly Shonen Jump, and the inside features the scene of Goku and Bulma's first meeting.
I opened the packaging once to see the illustration inside, but immediately put it back in the original bag and stored it carefully in a dark place. It's unused.
The outer bag shows signs of age, but the cushion itself is in excellent condition with no fading or sagging.
